To search for Creative Commons licensed items, after your initial search, use the filters to go to Tools > Usage Rights > Creative Commons Licenses. Always verify license at the source.
To get to CC Licensed videos, do a search, then Filter to Creative Commons License (in the "Features" column). This includes CC-BY only. Some videos will describe different permissions in their description.
