The United Nations High Commissioner for Refugees defines a refugee as “a person seeking
refuge in a foreign country because of war and violence, or out of fear of persecution on account of
race, religion, nationality, political opinion, or membership in a particular social group. Until request
for refuge has been established, the person is referred to as an asylum seeker. Determination of
status is left to government agencies within the host countries with refugee camps.”
